Supporting Local Governments

On a continuing basis, Cal PSA works with members of California’s State Legislature to facilitate municipal issuers’ access to the capital markets.
We sponsor educational conferences to help municipal officials make informed decisions regarding the use of various financial instruments to fund capital improvements or mitigate interest rate exposure. Additionally, we periodically support voter initiatives that provide funds for important projects of benefit to public education, transportation, local infrastructure, clean water, parks and open space preservation.

Cal PSA is also an active partner with local government. Over the years, we have supported the League of California Cities, the California State Association of Counties and the California Redevelopment Association. Cal PSA has also been a strong financial supporter of the Leave Our Community Assets Local (LOCAL) coalition and Proposition 1A on the November 2004 ballot. Cal PSA and the public securities industry work as allies with local government to protect local government finances.

These activities demonstrate our industry’s partnership with municipal issuers, and evidence our commitment to help California’s governmental agencies improve the quality of life for their citizens.


Supporting the Municipal Securities Industry

Cal PSA serves as the focal point for the public finance industry’s relationship with California’s Legislature.
We engage the services of a legislative advocate to monitor developments and legislation which may have an effect on the ability of our members to conduct their businesses. When necessary, we provide input into the drafting of such legislation so that it does not unduly restrict the use of legitimate financial products and techniques that help us to serve our clients.

To accomplish our objectives, Cal PSA establishes lasting relationships with important legislators. We work with the Legislature to develop an understanding of the important contributions our member firms make in financing our state’s development. As part of that effort, we host an annual "Legislative Day", during which we meet with California’s Treasurer, Controller and select legislators to exchange views on the investment banking industry, municipal market practices and our state’s financial matters.
