Message from the Chair

Welcome to the California Public Securities website. For over thirty years, Cal PSA has been essential in preserving and expanding access to the capital markets by California municipal issuers.

To better meet the state’s infrastructure needs, Cal PSA has been at the forefront of efforts to reduce voter approval thresholds on general obligation bonds and sales tax supported bonds.

Cal PSA has also been an active partner with the State’s leading public agency organizations:  the League of California Cities, the California State Association of Counties and the California Redevelopment Association.  We were a key player in the “No on 90” coalition, opposing a major adverse change to the State’s property rights laws.

Beyond these efforts to enhance the California municipal finance market and support the State’s public agency associations, Cal PSA has sought to build a stronger future for public municipal finance professionals.  We have partnered with the California Society of Municipal Finance Officers by creating the “Award of Excellence in Public Finance”. 

This award recognizes the creativity and service of public sector municipal finance professionals and is presented at the CSMFO’s annual conference.  In conjunction with this award, Cal PSA makes a significant contribution to the CSMFO’s scholarship and mentoring programs, which helps develop the next generation of public sector finance leaders.  We were pleased to present the first award to Jay Goldstone, San Diego’s Chief Financial Officer.
